By default, the permissions allowing define approvals for a specific issue are granted to JIRA System Administrators, project lead, users in the group jira-administrators and in the project role administrator.
The permission configurations for the selected projects/issue types overwrite the default permission setting.

To configure permissions allowing to Define Approvals for a specific issue belonging to the selected project/issue type, follow the steps below.

Navigate on the Define Approval Administration screen.

Select the Project and the Issue type and click Add Permissions.

Configure Permissions by selecting one/more users, groups, project roles and/or by checking the Reporter, Assignee and the Project Lead boxes.

Click Save to maintain changes.
