The Herzum Quick linker upgrade from v. 3.X to v.4.X doesn't require any recommendation case of Local Partnership.

If Partnerships between different JIRA instance exist it is recommend to:

install the same add-on version on all the two JIRA instances
navigate the Partnership Administration screens of All the two JIRA instances, after having installed the add-on on all the two, in order to enable them.
