Navigate to the Add-Ons Panel within your JIRA installation and click on Permissions.

Set Show panel on to All Projects to show the Herzum Quick Actions panel on all projects (default).
Set Show panel on to Only Selected Projects to show the Herzum Quick Actions panel on selected solely.

Yuo can select one more project via the select list.
