By default, the Define Approvals button is available for each Project and issue types for  each user having one of the listed grants: JIRA System Administrators, project lead, users in the group jira-administrators and in the project role administrator.

The default settings can be overwrite by opportunely set Define Approval Global Settings, Enabled Projects and Permissions via the  Define Approval Administration screen.

Click on Define Approval Administration to customize Define Approvals setting.

Set Global Setting to All to enable the Define Approval Button on All Projects (Default).

Set Global Setting to Only Selected Projects to enable the Define Approval Button on selected Projects only.

Click on Save to persist your changes.

Select one/more Project to enable the Define Approval button on the issues belonging to those Projects.

Click on Save to persist your changes.

This setting is active only when the Global Setting is set to Only Selected Projects.

When Global Setting is set to All the project's list is still persisted but it's inactived and displayed in grey.

Manage Permission Settings to customize default users having grants on Define Approval management.

The list of available Projects include all projects or just selected Projects depending by Global Setting configuration.

Click on Add Permission to configure a new permission setting.
