My Project uses the following workflow:

I want to transition an issues to Rejected if at if at least one rejection is received.

I also want it to transition to Approved only if All have accepted.

Preliminary Concepts

The options impacting customer requirements include:

the Enable automatic workflow transition based upon conditional and unconditional minimum required approbations/rejections
the Automatic workflow transition on approving
the Automatic workflow transition on rejecting
the Transition on rejecting
the Minimum Required rejections based on condition

Solution

Customer requirements have been satisfied through the configurations showed above:

turn ON the option Enable automatic workflow transition based upon conditional and unconditional minimum required approbations/rejections on the Global Configuration screen

create a Conditional Rule always true → status != approved
Setup the Approval Mapping advanced setting as follows
- Automatic workflow transition on approving: ON
- Automatic workflow transition on rejecting: ON
- Transition on rejecting: Reject
- Minimum Required approbations/rejections:
  1) If Always True then it's required the rejection of 1 Approval/s

Finally, the Approval Mapping displays as follows:
